Pakistan’s Commitment to the Blue Economy

ISLAMABAD: President Asif Ali Zardari participated virtually in the 3rd China-Indian Ocean Region Forum on Monday. This important dialogue, hosted by China, aims to connect governments, financial institutions, and businesses. The goal is to promote regional integration and develop the blue economy. The forum runs from December 15 to 17 and has attracted over 200 delegates from 20 countries and international organizations. The theme for this year is “Future of the Blue Indian Ocean Development, Practices of the Global South.”

China’s Role in the Blue Economy

China has taken significant steps to support development cooperation in the Global South. The country emphasizes the importance of advancing the Global Development Initiative. This initiative aims to drive development for countries in the Global South, especially those in the Indian Ocean region and small island nations. The forum serves as a platform to discuss sustainable development practices for the blue economy. China’s involvement reflects its commitment to fostering partnerships that can lead to mutual benefits.

However, China’s growing presence in the Indian Ocean has raised concerns among American and Indian strategists. Over the past three decades, China has expanded its naval engagements in the region. Critics worry that this expansion, coupled with China’s use of “debt-trap diplomacy,” could give it military advantages far from its shores. These concerns highlight the delicate balance of power in the region and the need for collaborative efforts to ensure stability.

Pakistan to build first commercial ship since the 1980s

During the forum, President Zardari reaffirmed Pakistan’s commitment to promoting marine cooperation. He emphasized the importance of collective action to address pressing challenges such as climate change, pollution, and ecosystem degradation. Zardari’s statements reflect Pakistan’s proactive approach to harnessing the ocean’s potential while ensuring sustainability in the region.

Pakistan’s Initiatives for Sustainable Development

President Zardari highlighted several initiatives that Pakistan has undertaken to enhance its blue economy. One of the key initiatives is the formulation of the National Maritime Policy. This policy aims to create a framework for sustainable maritime practices in Pakistan. Additionally, the government has launched The Living Indus Initiative, a collaborative program with the United Nations. This initiative focuses on restoring the ecological health of the Indus River, which is vital for the region’s biodiversity and economy.

Furthermore, Zardari mentioned other initiatives that focus on sustainable fisheries and marine conservation. These efforts demonstrate Pakistan’s commitment to protecting its marine resources while promoting economic growth. The development of Gwadar Port under the China-Pakistan Economic Corridor (CPEC) is another significant project. This port is expected to transform Gwadar into a regional connectivity hub, driving trade and maritime economic growth.

President Zardari praised Pakistan’s partnership with China under the Belt and Road Initiative. He emphasized the importance of knowledge exchange, technological advancement, and marine conservation in this partnership. Zardari also commended China’s Global Development Initiative and the efforts of the China International Development Cooperation Agency (CIDCA) to embed sustainability in the forum’s goals. He expressed appreciation for the inclusion of capacity building and island nations in the forum’s agenda, aligning with Pakistan’s vision of transnational collaboration and environmental stewardship.

As the forum continues, the focus remains on fostering cooperation and sustainable practices in the Indian Ocean region. Pakistan’s active participation and commitment to the blue economy highlight its role as a key player in regional development.
