Cal Maritime becomes fifth construction site for National Security Multi-Mission

TOTE Services, LLC, in partnership with Hanwha Philly Shipyard, Inc., has officially laid the keel for the fifth and final vessel in the National Security Multi-Mission Vessel (NSMV) program at the California State University Maritime Academy in Vallejo. This significant milestone was announced on Thursday and marks a crucial step in the initiative aimed at modernizing training vessels across several maritime academies in the United States. The NSMV program is designed not only to enhance maritime education but also to provide support for disaster response and humanitarian missions.

Significance of the NSMV Program

The National Security Multi-Mission vessels are set to replace outdated training ships at various institutions, including SUNY Maritime College, Massachusetts Maritime Academy, Maine Maritime Academy, and Texas A&M Maritime Academy. Vice Admiral (Ret.) Michael J. Dumont, Interim President of Cal Maritime, expressed pride in the academy’s involvement in this project. He emphasized that these purpose-built training ships are essential for meeting the evolving demands of maritime education in the U.S. and for ensuring the nation is prepared for critical needs, including disaster response.

The NSMV program is commissioned by the U.S. Department of Transportation’s Maritime Administration and aims to provide top-tier training for future mariners. The vessels will also be equipped to assist in humanitarian efforts when necessary. The keel-laying ceremony is a time-honored maritime tradition, symbolizing the beginning of a ship’s construction and believed to bring good fortune throughout its service life.

Under the Vessel Construction Manager acquisition model, TOTE Services and Hanwha Philly Shipyard have successfully delivered the first two NSMV vessels, named Empire State and Patriot State, with a third vessel expected to be delivered later this year. This innovative approach allows for the integration of commercial best practices in design and construction, enhancing efficiency and expediting vessel deliveries to the U.S. Government. Over the past 39 months, all five NSMV keels have been laid, showcasing the rapid progress achievable through this contracting model.
