Navy Awards $8.6M Contract for Dry Dock Repairs

NORFOLK, VA – The Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) has awarded a substantial contract worth $8,644,800 to P&S Construction Inc. of Westford, Massachusetts. This firm-fixed-price contract focuses on essential concrete repairs to two dry docks at the Portsmouth Naval Shipyard (PNSY) located in Kittery, Maine. The project is a key component of the Navy’s Shipyard Infrastructure Optimization Program (SIOP), aimed at enhancing the operational capabilities of the Navy’s public shipyards.

Significance of the Shipyard Infrastructure Optimization Program

The SIOP is a comprehensive initiative designed to modernize and recapitalize the infrastructure and industrial equipment at the Navy’s four public shipyards. This program is critical for ensuring the timely completion of submarine maintenance and repairs at PNSY, which is vital for maintaining the Navy’s maritime superiority. The recent contract awarded to P&S Construction is part of a broader strategy to invest in and improve shipyard facilities, ensuring they meet the demands of modern naval operations.

Work on the dry docks is expected to commence soon, with completion anticipated by October 2026. The funding for this project comes from the fiscal year 2025 SIOP budget, which allocates resources specifically for infrastructure improvements. The contract was awarded following a competitive procurement process on SAM.gov, where five proposals were submitted, highlighting the competitive nature of the bidding process.

NAVFAC MIDLANT plays a crucial role in managing facilities engineering, public works, and environmental services across a vast area, from South Carolina to Maine. As part of the Commander, Navy Region Mid-Atlantic team, NAVFAC MIDLANT ensures that the region’s infrastructure is maintained efficiently and sustainably, supporting the Navy’s operational readiness.
