Maritime Leaders Unite Amid NZF Delay

In a pivotal gathering just days after the International Maritime Organization (IMO) postponed the Net-Zero Framework (NZF) decision by a year, over 200 maritime industry leaders convened at the Global Maritime Forum Annual Summit 2025 in Antwerp. The summit served as a platform for discussing urgent issues facing the sector and strategizing on the path forward for sustainable shipping practices. Global Maritime Forum CEO Johannah Christensen emphasized the renewed optimism among participants, despite the recent setback.

Key Discussions and Future Directions

The Global Maritime Forum Annual Summit 2025 brought together influential figures from across the maritime value chain to address pressing challenges and opportunities. CEO Johannah Christensen noted that the summit provided a vital space for leaders to collaborate on strategies that will pave the way for the eventual adoption of the NZF. “The mood has certainly shifted,” she remarked, highlighting the hope and energy felt by attendees following a disappointing decision just a week prior.

IMO Secretary-General Arsenio Dominguez echoed this sentiment, urging industry leaders to view the NZF delay as a temporary pause rather than a halt to progress. He emphasized the importance of continuing work on the framework’s implementation, stating, “This extra year gives us the chance to connect with all stakeholders and address the questions that were raised.” Dominguez underscored the necessity for global regulations in the shipping industry, reinforcing the idea that the work towards sustainability must persist despite the postponement.

Discussions at the summit also highlighted the critical roles of the European Union and China, along with developing regions like Africa, in advancing the adoption of zero-emission fuels. These areas are seen as emerging centers of supply and demand that can help reaffirm support for the NZF, which was initially agreed upon in April.

Looking Ahead: Shanghai to Host 2026 Summit

In a significant announcement, the Global Maritime Forum revealed that the next Annual Summit will take place in Shanghai, a key global maritime hub and home to one of the busiest container ports in the world. This decision underscores China’s growing importance in the maritime sector. The 2026 Summit will be supported by Shanghai Maritime University and the People’s Government of Hongkou District, both of which expressed enthusiasm for the collaboration. A representative from Shanghai Maritime University stated, “We look forward to contributing toward an event that will bring the industry together to help drive the energy transition and digitalization of the shipping industry.”

Additionally, the summit saw the launch of the All Aboard Alliance’s new 2030 strategy aimed at improving the safety, attractiveness, and inclusivity of maritime careers. Global Maritime Forum Director of Human Sustainability Susanne Justesen emphasized the need to confront systemic challenges facing the two million seafarers who are essential to global trade. The Alliance aims to establish better standards for living and working conditions at sea and to align financial incentives with these standards.

As the summit concluded, participants expressed a commitment to addressing governance issues and the risks posed by the so-called “dark fleet.” A task force will be established to explore gaps in maritime governance enforcement, with initial actions expected to be presented at next year’s summit. The 2025 event was supported by partners CMB.TECH and the Port of Antwerp-Bruges, both of which highlighted the importance of collaboration in navigating the challenges facing the maritime industry today.
