French Shipbuilder OCEA to Launch First Asian Venture in the Philippines
French shipbuilder OCEA is actively seeking a local partner and site in the Philippines to establish its inaugural shipbuilding operation in Asia. This initiative is part of a France-backed patrol boat program that Philippine Coast Guard officials describe as a potential “game changer” for maritime enforcement in the region. The project aims to enhance the capabilities of the Philippine Coast Guard, which faces increasing operational demands in its waters.
French Ambassador to Manila, Marie Fontanel, confirmed the ongoing efforts to identify the most suitable partner and location for the shipyard. She stated that discussions are currently underway regarding a financial agreement involving French private banks, the French government, and the Philippine government. This collaboration is expected to significantly bolster the coastguard’s fleet, which is crucial for maintaining security and safety in Philippine maritime territories.
Details of the Shipbuilding Project
The shipbuilding project will focus on the local construction of 20 aluminium-hulled coastguard cutters, each measuring 35 meters in length. In addition to the vessels built in the Philippines, another 20 cutters will be manufactured in France. This dual approach not only aims to enhance the capabilities of the Philippine Coast Guard but also facilitates technology transfer and local shipbuilding expertise.
Ambassador Fontanel emphasized the importance of this partnership, highlighting that the financing for the project will be structured as a financial sovereign loan from the French government, which will be facilitated through a consortium of private lenders. This arrangement underscores the commitment of both nations to strengthen maritime security in the region while fostering local industry.
The initiative comes at a critical time when the Philippine Coast Guard is facing heightened challenges in patrolling its extensive maritime boundaries.
