OCEA Seeks Local Partner for Shipbuilding Venture in the Philippines

French shipbuilder OCEA is actively searching for a local partner and a suitable site in the Philippines to launch its inaugural shipbuilding project in Asia. This initiative is part of a France-backed program aimed at enhancing the capabilities of the Philippine Coast Guard. Leaders within the Coast Guard have described this venture as a potential “game changer” for maritime enforcement in the region. The project is expected to significantly bolster the Coast Guard’s fleet, addressing the increasing operational demands in Philippine waters.

French Ambassador to Manila, Marie Fontanel, confirmed the ongoing efforts to identify the best local partner and location for the shipyard. She stated that discussions are underway regarding a financial agreement involving French private banks, the French government, and the Philippine government. This collaboration aims to facilitate the local construction of 20 aluminum-hulled coastguard cutters, each measuring 35 meters in length. Additionally, another 20 cutters will be manufactured in France, ensuring a robust fleet expansion for the Philippine Coast Guard.

Financial Framework and Technological Collaboration

The financial structure of the project is designed to support both local construction and technological transfer. Ambassador Fontanel highlighted that the financing will be sourced from a consortium of French private banks, with a sovereign loan from the French government being routed through these private lenders. This arrangement not only aims to enhance the Coast Guard’s capabilities but also fosters local industry growth through technology sharing and skill development.

The initiative comes at a critical time, as the Philippine Coast Guard faces increasing challenges in maritime security and enforcement. The addition of new vessels is expected to improve the Coast Guard’s operational readiness and response capabilities. By establishing a shipbuilding facility in the Philippines, OCEA is not only investing in the local economy but also contributing to the long-term sustainability of maritime operations in the region.
