Dark Fleet Player Radiating World Services Exits Database

Radiating World Services, a prominent name in the shadowy world of maritime shipping, has removed itself from VesselsValue’s fleet database. This development comes amid the swift transfer of one of its most notable vessels, the LR2 tanker previously known as Eastern Pearl, now rebranded as Pacific Runner. The ship has changed ownership twice in a short period, reflecting the ongoing volatility in the sanctioned oil trade.

Frequent Changes Mark Tanker’s History

The Pacific Runner, built in 2006 and weighing 115,300 deadweight tons, has been at the center of an intricate ownership saga. Initially registered under Chatori Navigation, the tanker has now been sold to Brook Maritime. Its trading history is marked by a series of rapid ownership and flag changes that raise eyebrows. Since December 2025, the tanker has been sailing under the Cameroon flag, which has been challenged as an invalid registration. Prior to this, it was flagged under Mozambique and the Comoros, both of which were later confirmed to be false registrations. The vessel’s complex flag-hopping history has included prior affiliations with Tanzania, Honduras, and the Cook Islands, dating back to mid-2023.

This pattern of frequent ownership changes and the use of offshore entities are characteristic of vessels that often operate in the margins of the sanctioned oil trade. Such practices draw attention to the broader implications of how oil is transported globally, especially concerning compliance with international regulations.

Chatori Navigation’s Sanctioned Fleet Movements

Alongside the Pacific Runner, Chatori Navigation’s last registered vessel, the Range Vale, has also been active in recent days. This 2005-built aframax tanker departed from Primorsk a few days ago and is currently anchored at Ust-Luga Anchorage, as per tracking data from MarineTraffic. The Range Vale is now sailing under the Zimbabwe flag, which, similar to the Pacific Runner, has been flagged as a false registration by Equasis. The vessel has a similarly tumultuous flag history, having previously been registered under Zimbabwe and Comoros, along with periods under Tanzania, Honduras, and the Cook Islands.

Radiating World Services, based in the United Arab Emirates, entered the shipping scene in November 2022 and quickly established itself as a key player in covertly transporting Russian oil. The recent exit from VesselsValue’s fleet database signals potential shifts within the company and the larger context of the shipping industry, particularly as it navigates the complexities of international sanctions.
