Andhra Pradesh Pitches Shipbuilding Investment Story at SMM Hamburg

Andhra Pradesh recently made a significant impact at the India Business Roundtable held during SMM Hamburg by showcasing its potential as a maritime investment destination to a global audience. Kona Sasidhar, the Secretary for Infrastructure and Investment in the Government of Andhra Pradesh, spearheaded this initiative, highlighting the state’s maritime advantages to shipowners, yards, and equipment manufacturers worldwide.

Why Andhra Pradesh Stands Out in Maritime Investment

Andhra Pradesh, situated on India’s southeastern coast, boasts a vast area of approximately 160,000 square kilometers and a young population of 53 million, with a significant portion under the age of 30. The state’s gross state domestic product amounts to $214 billion, with an impressive average annual growth rate of around nine percent over the last five years. Andhra Pradesh’s exceptional ease of doing business rankings for three consecutive years, along with attracting 25 percent of India’s total foreign direct investment, solidifies its position as a lucrative investment destination.

Current Maritime Infrastructure in Andhra Pradesh

With six operational ports along a coastline spanning 1,053 kilometers, Andhra Pradesh is well-equipped for maritime activities. The state is also developing five greenfield ports and two captive greenfield ports, enhancing its maritime capabilities. Boasting a deep-draft capacity of up to 18 meters, Andhra Pradesh offers ideal conditions for accommodating large vessels. Additionally, the state has identified over 50 coastal and creek sites suitable for shipbuilding operations, with plans to expand existing port capacity to over 600 million metric tonnes in the near future.

Promising Locations for Shipbuilding in Andhra Pradesh

Andhra Pradesh has earmarked three priority sites for shipbuilding projects. The flagship initiative is a mega shipbuilding cluster at Dugarajapatnam, offering favorable conditions such as an 18-meter draft, waterfront access, and land for shipbuilding and ancillary units. Other locations like Kakinada and Machilipatnam are also being developed for shipbuilding activities, with completion expected in the upcoming financial year.

Supporting Industrial Ecosystem for Port-Linked Investments

The state is fostering an industrial ecosystem that complements its port infrastructure, with anchor industries like ArcelorMittal’s steel plant at Visakhapatnam and significant investments in green ammonia, petrochemicals, and pharmaceuticals. Andhra Pradesh is also focusing on renewable energy expansion, aiming to increase the renewable share of its energy mix to 75 percent by 2047 through solar and wind energy projects.

Addressing Workforce and Skilling Needs in the Maritime Sector

Andhra Pradesh has a robust skilling ecosystem tailored to industry requirements, with collaborations with international companies for customized training programs. The state’s emphasis on maritime human resource development is evident through partnerships with renowned organizations and the presence of naval and defense-related facilities like the Eastern Naval Command headquarters and Indian Ocean Shipyard in Visakhapatnam.

Incentives and Future Opportunities for Investors

Apart from incentives provided by the central government, Andhra Pradesh offers additional fixed capital, power, and tax incentives for large-scale investments. The state’s streamlined single-window clearance system enhances the ease of doing business for investors. Interested partners are encouraged to sign exploratory memorandums of understanding within 30 days, followed by site visits and detailed discussions to finalize investment terms. The AP Maritime Board CEO, Praveen Lalit, is actively involved in facilitating these investment opportunities.
