Austal USA Partners with Poarch Creek Indians to Boost Shipbuilding
Austal USA has entered into a strategic partnership with the Poarch Creek Indians (PCI) to enhance shipbuilding capabilities along the Gulf Coast. Announced on Friday, this collaboration aims to support the U.S. Navy’s urgent need for increased production of both surface ships and submarines. The partnership is formalized through a Memorandum of Understanding (MOU) that outlines plans for workforce development and production support initiatives.
Strengthening the Maritime Industrial Base
The MOU between Austal USA and PCI is a significant step toward bolstering the Navy’s Maritime Industrial Base and Submarine Industrial Base. As the Navy emphasizes the necessity for a robust industrial base to meet ambitious production targets, this partnership is poised to play a crucial role. The collaboration is particularly focused on meeting the Navy’s goal of delivering one Columbia-class ballistic missile submarine and two Virginia-class attack submarines annually by 2028.
Under the terms of the agreement, PCI will provide support services for Austal’s new Module Manufacturing Facility, which is set to begin operations in 2026. This facility is part of Austal’s broader expansion efforts, which include major projects at its Mobile shipyard aimed at increasing submarine production and large steel ship manufacturing. The partnership is expected to create approximately 2,000 jobs, with a combined investment of around $750 million in these expansion projects.

Gene Miller, Interim President of Austal USA, emphasized the importance of this partnership, stating, “By aligning with PCI, a proven partner known for its economic impact in Alabama, we can scale production, reduce schedule risk, and strengthen supply chains.” This collaboration not only aims to fulfill government contracts but also invests in American skilled workers and suppliers, reinforcing the local economy.

The Poarch Creek Indians, Alabama’s only federally recognized tribe, bring a wealth of experience and economic influence to this partnership. With an annual economic impact exceeding $4.1 billion and significant contributions to state taxes and community initiatives, PCI is well-positioned to support Austal’s objectives. The tribe operates PCI Federal, a contracting enterprise that focuses on delivering high-quality services to federal agencies, including the Department of Defense.
Stephanie Bryan, PCI Tribal Chair & CEO, expressed pride in the partnership, stating, “This collaboration creates new opportunities for our people, supports long-term workforce development, and strengthens Alabama’s role in advancing America’s maritime readiness.” The partnership is designed to implement workforce development initiatives and production support programs in phases, aligning with Austal’s active contract portfolio.
