Belfast Harbour is set to undergo a significant transformation with a £90 million project aimed at enhancing its cruise ship facilities. Residents in east Belfast have been warned to expect varying levels of noise as construction begins. The project, led by Graham Construction, will introduce a new dual-purpose quay and deep-water berth, allowing the port to accommodate some of the world’s largest cruise vessels by its completion in 2027.
Construction Details and Timeline
The first phase of the development commenced in spring 2023 and is scheduled for completion by spring 2028, just in time for the cruise season. This initial stage focuses on constructing a new dual-purpose quay and deep-water berth, which will significantly improve the port’s capacity for cruise ships and bolster its infrastructure for the wind energy sector. A second phase, anticipated to be completed by 2030, will further enhance the port’s capabilities to support floating offshore wind farms.
As part of the project, most cruise ship berths will be relocated to the new deep-water facility, while the existing cruise hub will be repurposed as a dedicated base for offshore wind activities. With 146 cruise vessels expected to visit Belfast this year, the port is already the busiest on the island and the second busiest in the UK. The new terminal is projected to secure and expand the economic benefits of cruise tourism, estimated to contribute between £20 million and £25 million annually to the local economy.

Community Impact and Noise Management
In light of the construction activities, Graham Construction has proactively communicated with local residents, informing them about potential noise disturbances. The company plans to conduct trial land-based piling works starting the week of November 10, 2025. In a letter to residents, Graham emphasized its commitment to minimizing noise levels during construction. They will employ acoustic shrouds to cushion piling hammers and utilize drilling methods designed to reduce energy and noise output.
Monitoring of noise levels will take place throughout the construction process, with data collected to inform the main piling works scheduled to begin in February 2026 and last approximately six months. Graham Construction has assured residents that normal working hours will be maintained from Monday to Saturday, 7:30 AM to 7 PM, while striving to complete the project as swiftly as possible. The firm expressed gratitude for the community’s understanding and patience during this significant development, which is expected to have a positive impact on the Northern Ireland economy.
