Biden-Harris administration advances offshore wind energy leasing in Guam

The Bureau of Ocean Energy Management (BOEM) has taken a significant step towards renewable energy development by announcing a call for information and nominations for potential wind energy leasing off the coast of Guam. This initiative aims to gather public input to help identify suitable areas for wind energy projects. The move aligns with the Government of Guam’s ambitious goal of generating 50% of its electricity from renewable sources by 2035 and achieving 100% by 2045. This commitment to clean energy is crucial for reducing carbon emissions and lowering energy costs for residents.

A Commitment to Clean Energy

BOEM Director Elizabeth Klein emphasized the importance of responsible offshore wind development for Guam. She stated, “Responsible offshore wind development off Guam’s coast offers a vital opportunity to expand clean energy, cut carbon emissions, and reduce energy costs for Guam residents.” This initiative is part of a broader effort by the Biden administration to tackle the climate crisis and create economic opportunities, especially for underserved communities.

The Department of the Interior has been proactive in fostering a clean energy economy. Since 2022, BOEM has conducted six offshore wind lease auctions, including groundbreaking sales in various regions such as New York and the Gulf of Mexico. These efforts aim to strengthen the nation’s power grid while creating jobs in construction, manufacturing, and shipbuilding. To support a sustainable offshore wind industry, BOEM is encouraging project labor agreements and enhancing workforce training. The agency is also engaging with Indigenous Peoples, fisheries, and other stakeholders to ensure that the development process is inclusive and considers the needs of all ocean users.

Public Engagement and Future Steps

The call for information was officially published on January 6, 2025, initiating a 90-day comment period that will end on April 7, 2025. During this time, the public can submit comments regarding site conditions, marine resources, and existing ocean uses in the proposed area. Wind energy companies are also invited to nominate specific areas for leasing consideration. This collaborative approach aims to identify potential conflicts early in the process, allowing BOEM to focus on areas where offshore wind development can occur with minimal impact.

The area under consideration spans approximately 2.1 million acres, beginning about three nautical miles from Guam’s shore. Water depths in this region range from approximately 350 to 2,200 meters. After the comment period, BOEM will analyze public feedback and commercial nominations to identify Wind Energy Areas (WEAs) for further consideration. Environmental reviews will follow, involving consultations with federal agencies, Indigenous Peoples, and other stakeholders. This thorough process ensures that all voices are heard and that the development of offshore wind energy is both responsible and beneficial for the community. Public input will remain a vital part of this journey, as BOEM seeks to create a sustainable energy future for Guam.
