Damen Naval has recently signed a significant contract with Lloyd’s Register to support the construction of the Plataforma Estratégica de Superficie (PES) frigate for Colombia. This project marks a historic milestone as it allows the Colombian shipbuilder COTECMAR to build a frigate at its shipyard in Cartagena, Colombia. The collaboration aims to enhance Colombia’s defense capabilities while fostering local industry and expertise.
Strategic Partnership for Local Shipbuilding
The partnership between Damen Naval and COTECMAR is a groundbreaking development for Colombia’s maritime industry. Following a successful design study contract, Damen Naval has committed to delivering engineering support, technical assistance, and essential shipbuilding materials for the first PES frigate, which is expected to be completed by August 2024. This collaboration signifies a shift towards self-sufficiency in defense manufacturing for Colombia.
Lloyd’s Register has played a crucial role in this project since late 2022, initially providing Plan Approval Services during the design phase. With the new contract, Lloyd’s Register will now oversee the full Plan Approval process during the execution phase. Damen Naval Project Director Jasper Oreel emphasized the importance of this project, stating, “This project allows Damen Naval, as a trusted partner, to enable COTECMAR, the Colombian Navy, and the Colombian maritime industry to construct a frigate locally for the first time.” This initiative not only strengthens the defense industry but also promotes local employment and knowledge transfer.

Design and Specifications of the PES Frigate
The PES frigate is based on the proven Damen Naval SIGMA 10514 series, which has been successfully built for other countries, including Indonesia and Mexico. The SIGMA 10514 design is known for its versatility and combat capabilities, and it has been customized to meet Colombia’s specific operational requirements. The frigate will measure 107 meters in length and 14 meters in beam, making it a formidable addition to the Colombian Navy.
Yorick Spoelstra, Business Development Manager Navy at Lloyd’s Register, highlighted the company’s commitment to ensuring the vessel meets modern safety standards. He stated, “Lloyd’s Register will assess the design and provide support to maximize the safety and assurance of the vessel.” This collaboration not only enhances the technical capabilities of the Colombian Navy but also positions Colombia as the third country in Latin America capable of constructing complex naval vessels under license at its own shipyards.
The first PES frigate is scheduled for delivery to the Colombian Navy in 2030, marking a significant step forward in the nation’s defense capabilities and self-reliance in naval construction.
