Austal Limited has reached a pivotal agreement with the Australian Government, designating it as the strategic shipbuilder for Tier 2 surface combatants in Henderson, Western Australia. The Commonwealth has officially approved the Strategic Shipbuilding Agreement (SSA) with Austal’s newly formed subsidiary, Austal Defence Shipbuilding Australia. This landmark deal is set to enhance Australia’s sovereign shipbuilding capabilities significantly.
Details of the Strategic Shipbuilding Agreement
The Strategic Shipbuilding Agreement formalizes Austal Defence Australia as the prime contractor for crucial naval vessel programs. This development is a major milestone in bolstering Australia’s defense manufacturing sector. Austal CEO Paddy Gregg hailed the government’s approval as a “defining moment” for the company, emphasizing that it positions Austal Defence Australia as the Commonwealth’s strategic shipbuilder for Tier 2 vessels in Western Australia. He noted that this agreement reflects Austal’s strong track record in defense shipbuilding and its capacity to support the Australian Government in achieving its defense goals.
The SSA will oversee the delivery of the Landing Craft Medium (LCM) and Landing Craft Heavy (LCH) programs, which are expected to yield 18 LCMs and 8 LCH vessels. Discussions regarding contracts for these pilot programs are currently underway, with formal announcements anticipated once negotiations are finalized. Gregg stated that the Commonwealth aims to ensure that Australia’s defense procurement maintains sovereignty and enhances resilience across the naval ship supply chain. Through the SSA, Austal is dedicated to assisting the Commonwealth in meeting these objectives while establishing itself as the preferred shipbuilder in Western Australia.
Long-Term Commitment to Naval Shipbuilding
The agreement establishes a comprehensive management framework, allowing Austal Defence Australia to oversee the design, construction, integration, testing, and delivery of naval vessels under cost-incentive contracts. The SSA aims to create a robust supply chain in Henderson, further advancing Australia’s sovereign shipbuilding capabilities. The Landing Craft Medium program is expected to be awarded first, with contracts anticipated to be finalized in the first quarter of fiscal 2026. This A$1-1.3 billion project will deliver 18 vessels over eight years, with completion projected for 2032. Following this, the larger Landing Craft Heavy program is expected to commence, with contracts anticipated by the end of 2025.
Under the SSA, Austal Defence Australia will primarily utilize a workforce transferred from Austal’s existing entities, managing various aspects such as design assurance, procurement, construction management, and testing. The subsidiary will retain ownership of intellectual property while granting licenses to meet strategic objectives. To safeguard national interests, the Commonwealth will hold a ‘Sovereign Share’ in Austal Defence Australia, ensuring access to critical information and veto rights to protect national security and sustain continuous shipbuilding operations. The SSA has an initial term of 15 years, underscoring a long-term commitment to Australia’s naval shipbuilding future.
