India’s Green Tug Transition: A Major Step Towards Sustainable Maritime Operations
The Union Minister of Port Shipping and Waterways, Sarbananda Sonowal, has introduced the Standard Operating Procedure (SOP) for the Green Tug Transition Program (GTTP) in New Delhi. This program is a significant milestone in India’s ongoing efforts to shift from conventional fuel-based harbor tugs to more sustainable alternatives, reflecting the nation’s commitment to environmental sustainability and the modernization of its maritime sector.
The Green Tug Transition Program (GTTP) is an essential part of the broader ‘Panch Karma Sankalp’ initiative. Announced by Sarbananda Sonowal on May 22, 2023, during the ‘Chintan Shivir’ event, the program is a strategic move towards reducing carbon emissions in maritime operations across India. It aims to replace conventional fuel-powered harbor tugs at Indian Major Ports with green tugs powered by cleaner, more sustainable fuels.

The program’s first phase is scheduled to begin on October 1, 2024, and will run through December 31, 2027. During this phase, four Major Ports—Jawaharlal Nehru Port Authority, Deendayal Port Authority, Paradip Port Authority, and V.O. Chidambaranar Port Authority—will either procure or charter a minimum of two green tugs each, based on standardized designs and specifications developed by the Standing Specification Committee (SSC). The program anticipates an investment of approximately INR 1000 Crores to develop these green tugs, initially focusing on battery-electric technology with potential future adoption of hybrid, methanol, and green hydrogen solutions as the industry progresses.
The GTTP is not just a step towards environmental responsibility but also a significant boost for the domestic maritime industry. All green tugs under this initiative will be constructed in Indian shipyards, supporting the Government of India’s ‘Make in India’ initiative. This program is expected to generate substantial employment opportunities in shipbuilding and design, further strengthening the country’s maritime sector.
Looking ahead, the program envisions that by 2040, all tugs operating in Indian Major Ports will be green tugs, ensuring a unified and eco-friendly fleet nationwide. Additionally, after 2033, any new tug built in India for use in Indian ports will need to adhere to the ASTDS-GTTP standards, further cementing India’s commitment to sustainable maritime practices.
