In response to a significant incident involving the fishing vessel ‘Black Jack-IJM 22‘, North Holland’s coastal municipalities are advocating for mandatory liability insurance for vessels under 300 tons. This proposal comes after the vessel ran aground near Zandvoort in November 2023, leaving its owner without financial support for the costly salvage operation. The municipalities have formally addressed this issue in a letter to Minister Karremans of the Ministry of Infrastructure and Water Management, seeking his opinion on the matter before submitting it to insurers.

The Dutch Fishermen’s Association has expressed strong support for the municipalities’ proposal. Chairman Johan Nooitgedagt voiced his surprise that liability insurance is not yet a requirement for small vessels. The association believes that mandatory insurance would protect both vessel owners and the broader maritime community from similar incidents in the future. This sentiment reflects a growing recognition of the importance of financial safeguards in the fishing industry.
As for the ‘Black Jack’, Lisette Reker confirmed that the vessel has been restored to seaworthy condition and her father has returned to fishing. However, the financial strain remains significant.
