Peru and South Korea Forge Submarine Development Partnership
On December 21, HD Hyundai Heavy Industries (HD HHI) announced the signing of a significant “Next-Generation Submarine Joint Development Agreement” with the Peruvian Navy and the state-owned SIMA Shipyard. The agreement was formalized at SIMA’s facilities in Lima, Peru, and marks a pivotal step in enhancing Peru’s naval capabilities. Peruvian President Jose Jeri was present at the signing ceremony, underscoring the importance of this collaboration.
This agreement follows a letter of intent signed during the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting in Gyeongju in early November, which laid the groundwork for joint submarine development and construction between the two nations. The partnership aims to create a “Peru-type next-generation submarine” that integrates HD HHI’s advanced submarine technology with the specific operational needs of the Peruvian Navy.
Customizing Submarine Technology for Unique Maritime Conditions
HD Hyundai Heavy Industries plans to initiate research and development to design a submarine tailored to the unique maritime conditions of Peru. Unlike the relatively shallow waters surrounding the Korean Peninsula, the Peruvian Navy operates in ocean depths exceeding 3,000 meters. This necessitates a specialized design that incorporates the latest equipment, weapons systems, and communication technologies suitable for these challenging environments.

The development phase is set to take place from January to November of next year. HD HHI anticipates that this submarine project will not only bolster Peru’s naval capabilities but also serve as a catalyst for expanding South Korean submarine exports. The company emphasized that this initiative is more than a simple transaction; it represents a customized approach to submarine development that aligns with the specific requirements of Peru.
President Jeri highlighted the significance of the contract, stating that it symbolizes a strategic partnership between Peru and South Korea, while also strengthening the country’s shipbuilding industry. Joo Won-ho, CEO of HD Hyundai Heavy Industries, remarked that this contract signifies a turning point for South Korea’s submarine exports, promising to deliver a submarine that meets the operational needs of the Peruvian Navy.
This agreement builds on previous contracts signed in April of last year, where HD HHI committed to constructing four surface vessels for Peru across three different ship types. The ongoing collaboration between Peru and South Korea in naval development reflects a growing trend of international partnerships aimed at enhancing maritime security and technological advancement.
