Philippine Coast Guard Rescues Survivors from Capsized Bulker Devon Bay

The Philippine Coast Guard (PCG) has successfully rescued 15 survivors from the bulker *Devon Bay*, which sank off the coast of Pangasinan on Friday. The vessel was en route from Zamboanga to China, carrying nickel ore, a cargo known for its potential hazards, particularly the risk of liquefaction leading to rapid capsizing if not loaded correctly. The *Devon Bay* capsized approximately 140 nautical miles west of Pangasinan, prompting a swift response from nearby vessels.

A China Coast Guard (CCG) patrol vessel was only 36 nautical miles away when the distress call was made. The CCG diverted to assist, successfully recovering the 15 survivors along with two deceased crew members near Scarborough Shoal. The CCG transferred the survivors to the PCG on Sunday afternoon, marking a cooperative effort amidst ongoing tensions regarding territorial claims in the region. The PCG expressed gratitude for the assistance from the CCG, highlighting a significant moment of collaboration between the two maritime authorities.

Return of Survivors and Ongoing Search Efforts

Following a ship-to-ship transfer at sea, the patrol vessel BRP *Teresa Magbanua* brought the survivors back to Manila’s Pier 13 on Monday morning. The Philippine Department of Migrant Workers is set to assist the survivors with their next steps and onward travel arrangements. PCG spokesperson Captain Noemie Guirao-Cayabyab emphasized the importance of the collaborative rescue efforts, stating, “The Philippine Coast Guard really appreciates that all parties, including the passing China Coast Guard, rendered assistance to our compatriots who are the crew of *Devon Bay*.”

In addition to the survivors, the bodies of the two deceased crew members have been returned to their families and transferred to a funerary service provider. Meanwhile, search operations continue for four crew members who remain missing. The PCG is prioritizing these search efforts, while the Maritime and Port Authority of Singapore has announced it will lead the investigation into the incident, given that Singapore is the flag state of the *Devon Bay* and the shipowning company is registered there.

As the situation develops, authorities remain focused on locating the missing crew members and understanding the circumstances that led to the tragic sinking of the *Devon Bay*.
