Philippines Revives Shipbuilding with Hyundai Launch

In a significant move for the Philippines’ maritime industry, President Ferdinand Marcos Jr. inaugurated HD Hyundai Heavy Industries in Subic, Zambales, on Tuesday. This development is seen as a crucial step towards revitalizing the country’s shipbuilding sector and generating employment for thousands of Filipinos. The ceremony also marked the steel-cutting of the shipyard’s first vessel, signaling a new era for local ship production.
Restoring the Philippines as a Shipbuilding Leader
During his address, President Marcos emphasized the Philippines‘ historical role as a provider of skilled seafarers and expressed his commitment to restoring the nation’s status as a global shipbuilding hub. “For decades, even centuries, the Philippines has given the world our finest seafarers. It is only fitting that we also supply the world with excellent vessels to sail on,” he stated. He highlighted the country’s past achievements, noting that from 2014 to 2018, local shipyards produced between 1.2 to 2 million gross tons of ships annually, including oil tankers and large container vessels.
However, the shipbuilding output declined starting in 2019, prompting the need for revitalization. With Hyundai Heavy Industries’ investment, the shipyard’s capacity is set to increase significantly, from handling four to five massive oil tankers to accommodating up to eight. This expansion is expected to enhance the Philippines’ export potential and create thousands of jobs for local workers. “By 2030, we look forward to this yard employing 4,300 Filipinos,” Marcos added, emphasizing the positive impact on families and communities.
Investment and Future Prospects
As of July 2025, HD Hyundai Heavy Industries Philippines has invested $130 million and currently employs 1,200 workers. Projections indicate that total investment will reach $180 million by the end of December 2025 and $230 million by 2030. The company has secured a 10-year lease for 200 hectares from Agila Subic, a Cerberus portfolio company, to support shipyard operations starting in January 2026. This facility will focus on both offshore wind platform construction and vessel production.
President Marcos underscored that the renewed focus on shipbuilding aligns with government initiatives aimed at enhancing skills training across 16 technical disciplines, ensuring that Filipino workers meet international standards. He expressed a long-term vision for the industry, stating, “Together, let us show the world that Filipinos have the skills and the vision to navigate the uncertain waters of an ever-changing world.” The launch event was attended by various dignitaries, including US Ambassador MaryKay Carlson and local government officials, all of whom acknowledged the importance of this venture for the local workforce, primarily sourced from Zambales.
