Rescue Operations Underway After Bulker Grounds in Taiwan

A maritime emergency unfolded off the coast of Taiwan as the bulk carrier CSE Prosperity Express ran aground while approaching Hualien port on January 1. Compounding the situation, the tugboat dispatched for assistance also encountered difficulties, prompting a swift response from Taiwan’s Air Service Corps to rescue the injured crew member aboard the tug. The incident highlights the challenges posed by severe weather conditions in the region.

Grounding Incident and Tugboat Troubles

The CSE Prosperity Express, a 28,350 deadweight tonnage vessel, was en route from Thailand when it lost power while waiting for a pilot near the entrance of Hualien port. Buffeted by strong northeasterly monsoon winds, the ship drifted toward the shore, ultimately grounding itself. The vessel, built in 2006 and operated by China Steel, measures 169 meters (554 feet) and carries a crew of 17, including 12 Taiwanese and five Filipinos.

In response to the grounding, the Hualien Port Authority dispatched the tugboat Taiwangang 13205 to assist. However, while attempting to help the bulker, the tug became entangled in the ship’s lines and was also driven onto the shoreline, leaving its five crew members stranded. The situation escalated as the Coast Guard and local rescue services were unable to reach the tug due to treacherous weather and high surf conditions.

Emergency Response and Ongoing Operations

Faced with the deteriorating situation, Taiwan’s Air Service Corps was called in to conduct an aerial survey of the area. A helicopter was deployed to airlift the five crew members from the stranded tugboat. During the operation, one crew member was found to have sustained a severe head laceration and was losing consciousness, necessitating immediate medical attention. The helicopter successfully transferred the injured crew member and the others to waiting ambulances for further care.

Authorities have confirmed that the bulker and its crew are currently safe and not in immediate danger. To further assist the CSE Prosperity Express, a larger tugboat has been dispatched from Keelung Port and is expected to arrive later in the evening. The situation remains under close observation as rescue operations continue amidst challenging weather conditions.
