Senator Proposes CCTV Requirement for Ships to Combat Seafarer Disappearances

MANILA, Philippines — Amid rising concerns over the mysterious disappearances of Filipino seafarers, Senator Raffy Tulfo has called for the installation of closed circuit television (CCTV) systems on all ships with crew members. During a recent Senate committee hearing on migrant workers, Tulfo urged the Department of Migrant Workers (DMW) to advocate for this policy under the International Convention for the Safety of Life at Sea (SOLAS), aiming to enhance safety and accountability for those working at sea.

Urgent Call for Action

Senator Tulfo made his proposal during a committee session focused on the alarming trend of seafarer disappearances, urging global compliance with his suggestion. He highlighted that having CCTV systems on board would facilitate investigations into incidents involving crew members. “If there are cameras, we can determine if someone was pushed or if they jumped overboard,” Tulfo stated, emphasizing the need for clarity in such cases.

The senator’s appeal comes on the heels of several recent disappearances of Filipino seafarers. DMW chief Hans Cacdac responded positively, indicating that the agency is in the process of formulating comprehensive regulations to address these incidents. “We are preparing an elaborate set of rules specifically focused on the disappearance of seafarers,” Cacdac remarked, reflecting the agency’s commitment to improving safety protocols.

The issue gained urgency with the discussion of five specific cases, including that of Ralph Bobiles, who went missing in December 2024, and Jeric Bueno, whose body was recently recovered from near Brazil. Other cases involve Jimbo Cadungog, Vincent San Diego, and Abraham Leonen, each highlighting the challenges and emotional toll faced by families of missing seafarers. The DMW continues to work closely with the families and relevant authorities to seek answers and ensure accountability in these troubling situations.
