South Korea Launches Strategic Council for Shipbuilding and Shipping

On April 28, South Korea’s Ministry of Oceans and Fisheries and the Ministry of Trade, Industry and Energy co-hosted the inaugural ceremony for the “Shipbuilding-Shipping Mutually Beneficial Development Strategic Council” at the Lotte Hotel in Seoul. This initiative aims to enhance cooperation between the shipbuilding and shipping sectors, fulfilling a commitment made during the “Autonomous Navigation Vessel M.AX Alliance Strategic Meeting” last December. The event gathered around 100 industry leaders and government officials to strengthen ties and address challenges facing both industries.

Strengthening Ties Amid Global Competition

The establishment of the Shipbuilding-Shipping Mutually Beneficial Development Strategic Council comes at a critical time as global competitors increasingly link their domestic shipping and shipbuilding industries to boost local orders. Despite South Korea’s strong position—ranking second in order intake share and fourth in fleet carrying capacity—critics have pointed to a lack of effective collaboration between these two sectors. The recent geopolitical tensions, particularly the ongoing conflict in the Middle East, have underscored the need for a robust maritime supply chain that integrates domestic vessel construction with national-flagged shipping.

To address these challenges, the newly formed council will consist of experts from shipbuilding, shipping companies, government, and academia. A key component of this initiative is the W.A.V.E. strategy, which outlines a vision for mutual development across the shipbuilding and shipping sectors. This strategy encompasses four main pillars: securing world-class technology (W), forming a broad industrial alliance (A), expanding the national fleet and securing workloads for domestic shipbuilders (V), and fostering a mutually beneficial innovation ecosystem (E).

Collaborative Initiatives and Future Plans

During the inaugural event, the shipbuilding and shipping associations adopted the “Declaration on Joint Ordering of Nationally-Flagged Vessels,” marking a significant step in their strategic collaboration. This declaration emphasizes the importance of strengthening order linkages and cooperation between domestic shipping companies and shipyards. Additionally, a memorandum of understanding was signed by the three major shipbuilders, Korea Gas Corporation, and the Korea Shipping Association to advance LNG transportation.

The government and industry leaders are committed to creating a unified structure that allows shipbuilding and shipping to operate under a single industrial strategy. This approach will encompass technology development, fleet expansion, and other related areas. The Ministry of Oceans and Fisheries and the Ministry of Trade, Industry and Energy plan to implement institutional improvements, budget support, and infrastructure development to facilitate this collaboration.

Minister of Trade, Industry and Energy Kim Jeong-gwan emphasized the significance of this cooperative framework, stating, “Shipbuilding and shipping are industries of national economic security.” He expressed optimism that the W.A.V.E. strategy would lead to a prosperous future for both sectors, enabling them to thrive together.
