Tragic Capsizing Claims Lives of Two Near Okinawa

Details of the Incident
According to the Japan Coast Guard, the accident took place at approximately 10:10 a.m. off Henoko Cape, about 1,500 yards from the shore. The two vessels involved were the 25-foot Heiwa-maru and the 20-foot Fukutsu. The boats were carrying students from Doshisha International Senior High School in Kyoto, who were on a trip designed to foster discussions about peace.
Tragically, a 17-year-old female student and the male captain of the Fukutsu, who is in his 70s, were pronounced dead after being transported to a local hospital. The student was reportedly wearing a life jacket at the time of the incident. The coast guard has withheld the names of the victims pending family notification.
In total, there were 20 individuals aboard the two boats: ten students and two crew members on the Heiwa-maru, and eight students and one crew member on the Fukutsu. All were rescued by the coast guard, which deployed 11 boats and a helicopter to the scene. Four individuals, including the deceased, sustained injuries and were taken to hospitals for treatment, although their conditions remain unclear.
Investigation and Background
The cause of the capsizing is currently under investigation by the coast guard. The two boats involved had previously been associated with protests against the construction of a Marine Corps airfield in the area. This project has been a contentious issue in Okinawa, where many residents oppose the relocation of Marine Corps Air Station Futenma to the new site, despite backing from the Japanese government.
Weather conditions at the time of the accident included winds of approximately 9 mph and waves exceeding 1.5 feet, with a wave warning issued for Okinawa’s northern coast. In a related incident later that day, a coast guard boat capsized while conducting investigations in the same area, but all four officers on board were rescued.
The construction of the new airfield is projected to cost nearly $6 billion and is expected to be completed by 2033, with operational runways anticipated around 2036. The situation continues to evolve as authorities work to determine the factors that led to this tragic event.
