VOC Port floats RFP for DPR on 2,500-acre greenfield shipbuilding cluster
The VO Chidambaranar Port Authority (VOCPA) has taken a significant step towards establishing a major greenfield shipbuilding cluster near Thoothukudi. In this regard, they have issued a Request for Proposal (RFP) to appoint a consultant for preparing a Detailed Project Report (DPR) for the project.
Strategic Development Plan
The proposed shipbuilding cluster, spanning approximately 2,500 acres near VOC Port, is part of India’s strategic vision to become one of the world’s top five shipbuilding nations by 2047. VOCPA, in collaboration with the State Industries Promotion Corporation of Tamil Nadu (SIPCOT), has established a special purpose vehicle, National Shipbuilding & Heavy Industries Park Tamil Nadu Ltd (NSHIPTN), to oversee the development of the cluster at Thoothukudi. This initiative aligns with the Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047, aiming to enhance India’s shipbuilding capabilities significantly.
Comprehensive Feasibility Assessment
The selected consultant will conduct a detailed assessment of the proposed site’s feasibility and suitability for establishing a cutting-edge shipbuilding cluster. The assessment will involve a multidisciplinary evaluation, market potential analysis, and demand assessment for shipbuilding and ship-repair services. Furthermore, the consultant will be responsible for designing critical shipyard infrastructure, developing a layout plan, and addressing technical requirements such as berthing facilities, breakwaters, dredging needs, and water-area infrastructure essential for shipbuilding and repair operations.
Stakeholder consultations with international shipping lines, feeder operators, and terminal operators will also be conducted to gauge market acceptance and validate project assumptions. The consultancy assignment will conclude with the formulation of an actionable plan for implementing the shipbuilding cluster, including an implementation schedule and funding strategy, as outlined in the tender document.
