OCEA to Establish First Shipbuilding Venture in the Philippines
French shipbuilder OCEA is actively seeking a local partner and site in the Philippines to launch its inaugural shipbuilding operation in Asia. This initiative is part of a France-backed patrol boat program that Philippine Coast Guard officials believe could significantly enhance maritime enforcement capabilities in the region. The project aims to address the increasing operational demands faced by the Philippine Coast Guard, particularly in the context of rising maritime security challenges.
French Ambassador to Manila, Marie Fontanel, confirmed that OCEA is in the process of identifying the most suitable partner and location for the shipyard. She stated, “OCEA … is currently trying to find the best partner and the best place to build the shipyard.” This venture is expected to not only bolster the local shipbuilding industry but also facilitate technology transfer and financing from France, thereby creating a robust framework for maritime security in the Philippines.
Details of the Shipbuilding Project
The shipbuilding project will involve the local construction of 20 aluminum-hulled coastguard cutters, each measuring 35 meters in length. Additionally, another 20 cutters will be manufactured in France. This dual approach aims to enhance the capabilities of the Philippine Coast Guard while fostering local industry growth. Ambassador Fontanel highlighted that discussions regarding the financial agreement supporting this project are currently underway. This agreement involves collaboration between French private banks, the French government, and the Philippine government.
Fontanel elaborated on the financing structure, stating, “It’s a financial sovereign loan from the French government but it will be coursed through private lenders.” This arrangement is designed to ensure that the project is financially viable and sustainable, allowing for the timely delivery of the coastguard cutters. The introduction of these vessels is anticipated to be a “game changer” for the Philippine Coast Guard, enabling them to better respond to maritime incidents and enforce laws in the country’s waters.
