Ukraine’s Foreign Minister Andrii Sybiha has summoned Israel’s ambassador following reports of a second shipment of Ukrainian grain, allegedly looted by Russia, arriving at the port of Haifa. Reports indicate that this vessel is awaiting permission to dock in Haifa, adding to the four previous shipments of grain from occupied Ukrainian territories that have already been unloaded in Israel this year. Sybiha’s statement reflects Ukraine’s frustration over Israel’s perceived inaction regarding these shipments, particularly following a previous incident where a Russian vessel carrying stolen agricultural products docked at an Israeli port.

The issue of stolen grain has been a contentious topic between Ukraine and Israel. Earlier this month, Sybiha directly addressed the matter with Israeli Foreign Minister Gideon Saar, highlighting the urgency of Ukraine’s concerns. In April, the Russian bulk carrier ABINSK was allowed to enter Haifa, delivering 43,700 tons of wheat taken from occupied Ukrainian territories. Ukrainian officials later reported that Israel informed Kyiv it was too late to detain the vessel, as it had already left the port.
In light of these developments, Ukraine’s Prosecutor General’s Office has sought international legal assistance from Israel to implement relevant legal mechanisms under Israeli jurisdiction. This includes taking steps to seize the shipments of stolen grain. However, Israeli authorities have not publicly clarified whether any action has been taken regarding the shipments or if they are under administrative hold.
