U.S. Navy publishes RFP for Next-gen Logistics Ship design work
The U.S. Navy is moving forward with its Next Generation Logistics Ship (NGLS) project, inviting bids for design work as it plans to award up to three concept refinement contracts. This initiative, highlighted in a request for proposals issued on September 10, aims to enhance the Navy’s logistical capabilities with a cost-effective vessel designed for refueling, rearming, and resupplying operations. Interested contractors must submit their proposals by October 10.
Details of the NGLS Project
The NGLS, also referred to as the Light Replenishment Oiler, is envisioned as a smaller, more economical logistics craft that will support the Combat Logistics Force. Its primary functions will include refueling and resupplying Navy and Marine Corps platforms and installations, thereby enhancing operational efficiency. The Navy’s request for proposals outlines that selected contractors will be responsible for delivering innovative and cost-effective ship designs that meet the Navy’s requirements.
As part of the proposal process, contractors will conduct a global market survey to identify potential replenishment ships that could be constructed in U.S. shipyards. They will also evaluate the feasibility and affordability of the current NGLS requirements, which includes performing design development and ensuring compliance with the 2025 National Defense Authorization Act’s basic and functional design standards. This comprehensive approach aims to ensure that the NGLS meets both operational needs and budget constraints.
Last month, the Navy indicated its intention to award multiple contracts for concept refinement studies related to the NGLS program, which was first introduced in the fiscal year 2021 budget cycle. However, recent budget documents suggest a delay in the timeline for detailed design and construction awards, now expected in fiscal year 2028, compared to earlier projections that anticipated procurement to begin in fiscal year 2026. To support the preliminary design development, the Navy’s budget request includes approximately $1.1 million in research and development funding for fiscal year 2026, following an allocation of about $7.7 million in fiscal year 2025.
