New Council Launched to Boost Shipbuilding and Shipping

On April 28, the Ministry of Oceans and Fisheries and the Ministry of Trade, Industry and Energy co-hosted the inaugural ceremony for the “Shipbuilding-Shipping Mutually Beneficial Development Strategic Council” at the Lotte Hotel in Seoul. This initiative aims to enhance cooperation between the shipbuilding and shipping sectors, fulfilling a commitment made during the “Autonomous Navigation Vessel M.AX Alliance Strategic Meeting” last December. The event attracted around 100 participants, including key industry leaders and government officials, who emphasized the need for stronger collaboration in light of rising geopolitical risks.

Strengthening Industry Ties Amid Global Challenges

The establishment of the Shipbuilding-Shipping Mutually Beneficial Development Strategic Council comes at a critical time for South Korea’s maritime industries. Despite being a global leader in shipbuilding and shipping—ranking second in order intake and fourth in fleet capacity—the country has faced criticism for a lack of synergy between these two vital sectors. Recent geopolitical tensions, particularly in the Middle East, have underscored the importance of a robust maritime supply chain that links domestic ship construction with national-flagged vessel transport.

To address these challenges, the newly formed council will include experts from shipbuilding, shipping companies, government, and academia. A key component of this initiative is the W.A.V.E. strategy, which outlines a vision for mutual development across four pillars: securing world-class technology (W), forming industrial alliances (A), expanding the national fleet (V), and creating a beneficial innovation ecosystem (E). The council aims to identify specific tasks under each pillar and develop concrete implementation plans by the end of the year.

Collaborative Efforts and Future Plans

During the inaugural event, the shipbuilding and shipping associations adopted the “Declaration on Joint Ordering of Nationally-Flagged Vessels,” marking a significant step in their strategic collaboration. This declaration aims to enhance order linkages and cooperation between domestic shipping companies and shipyards. Additionally, a memorandum of understanding was signed by the three major shipbuilders, Korea Gas Corporation, and the Korea Shipping Association to advance LNG transportation.

The government and industry leaders are committed to creating a unified approach that integrates shipbuilding and shipping under a single industrial strategy. This strategy will encompass technology development, fleet expansion, and other related areas. Minister of Trade, Industry and Energy Kim Jeong-gwan emphasized the importance of this cooperation framework, stating that it is crucial for national economic security. He expressed optimism that the W.A.V.E. strategy would lead to a prosperous future for both industries, enabling them to thrive together.
