Japan to have its first large shipbuilding dock since 2017 as Tokyo eyes

Japan, once a global leader in shipbuilding, is now determined to regain its position in the industry. The country is gearing up to construct its first large new shipbuilding dock since 2017 as part of a government-backed initiative to revitalize its shipbuilding sector.

Revitalization Roadmap Unveiled

The ambitious “Shipbuilding Industry Revitalisation Roadmap,” introduced by Tokyo towards the end of 2025, outlines a comprehensive strategy to boost Japan’s shipbuilding capacity. The primary goal of the roadmap is to double domestic shipbuilding volume to 18 million gross tonnes by 2035, compared to 2024 levels.

The plan is divided into three key phases: the first phase, until 2028, focuses on implementing automation and advanced technology to enhance efficiency. The second phase, from 2029 to 2031, emphasizes the construction and expansion of facilities, including the new docks. The final phase, from around 2032 to 2034, aims to optimize the new capacity and equipment.

Financial Commitment and Strategic Partnerships

To support this initiative, the government has allocated a 350 billion yen fund, with an initial 120 billion yen set aside in the fiscal 2025 supplementary budget. The total investment, combining public and private funds, is expected to reach around 1 trillion yen over the next decade.

Additionally, Japan has collaborated with the United States on shipbuilding initiatives. A trade agreement signed in 2025 pledged USD 550 billion in investment in strategic American industries, including shipbuilding. The two countries have also established a shipbuilding cooperation memorandum and a USD 100 million AI-driven shipbuilding research project.

Challenges and Opportunities

Despite the ambitious plans, Japan faces challenges such as steel price inflation, a shortage of skilled labor, and competition from state-subsidized Chinese and South Korean shipbuilders. However, industry experts believe that by following the roadmap diligently, Japan can reclaim its position as a significant player in the global shipbuilding market.

If the 2029-2031 phase progresses as intended, the new facility will mark Japan’s first large shipbuilding dock in over a decade. This milestone is expected to signal Japan’s resurgence as a competitive force in the global shipbuilding landscape.

As Tokyo moves forward with its revitalization efforts, industry leaders and government officials remain optimistic about the prospects of Japan’s shipbuilding industry, aiming to restore its former glory on the world stage.
